What if it was not a poison shot but a shot that lowered some sort of spiritual barrier that prevents possession.
For example, someone who drinks "spirits" (liquor, whiskey bourbon, wine, alcohol) is more likely to black out and become possessed. This is the point at which an alcoholic cannot remember what they did the night before. That's when a spirit entered them and took over the tether to the flesh body
So perhaps the divoc shot was to allow more demon usage of people's flesh bodies, which would explain why so many people are behaving strangely, look like NPCs or are mk-ultra patsies and such
