Step 1. "We have a private membership association that believes in voluntary racial segregation. You can't be a member unless you're on the same page."
Step 2. "We have land for sort-of sale, PMA members only. We're not quite selling it to you, but we would if only we could require you to sell it back to us if you leave."

The PMA allegedly envisions RTTL projects for every race, in their own entirely separate spaces.
