Quotes would introduce ambiguity about if the Palestinians sincerely believed in the holocaust, which was not my intention.

Because the sentence subject is Palestinians, introducing quotes around "holocaust survivors" implies the Palestinians didn't believe they were holocaust survivors, which is false.

The Palestinians were sincere in their motivations.

This is basic grammar.
