Matt Bracken has written about similar scenarios, and one in particular I recall dealt with dealing with roving bands of negro youths quickly and decisively. Two pickup trucks each with a driver, a spotter riding shotgun and two "snipers" in the bed, lying prone with scoped semiautomatic rifles on bipod and sandbags for protection. Each truck team meets the threat at right angles from each other, 200-400 meters out. A tarp covers the prone shooters in the bed enrout to the riot response location, upon arrival the spotter removes the tarp, drops the tailgate and the sniper on the left works from the left towards the center of the threat, the sniper on the right works from right to center, and the spotter and driver are security. With overlapping fields of fire from the two teams at right angles, the threat should be able to be addressed in minutes. Tailgate is closed, tarp is put back over the shooters, and driver drives away at the speed limit.

Based on that, you need friends, the ability to communicate, scoped rifles, vehicles and the driver and spotter would probably be best served with sidearms or other short firearms.
