Well the point is he's supposed to be a brainwashed goy. Him being dressed in patriotic American garb while exhibiting pure shabbos behavior is the ironic punchline of his entire character. It's his version of Garfield's signature liking lasagna and hating Mondays. Or Foxford saying "ol bean."
He doesn't consciously think he's serving Israel first. To the contrary, he believes with his whole heart that he serves *America* first, but that comes with the subconscious assumption that protecting Israel primarily is crucial to that goal. Because without its greatest ally, America will perish. The comic where Tel Aviv is destroyed proves that this psychosis runs so deep that it can't even be penetrated by physically witnessing an America free of Israeli influence. He's left a broken shell of a man in the gutters of a society that he cannot accept is real.
In universe, he was likely tortured into permanent rearrangement of the psyche by Mossad agents as part of an MKUltra-meets-Xavier's-School-for-Gifted-Youngsters situation, or grown inside a test tube at the Daily Wire.
