Women that get these sorts of tattoos (clip art/stickers) are mentally children. I have kids, and my youngest enjoys putting stickers all over herself and others. She finds it amusing and thinks they are fun. Fine behavior in a toddler, ridiculous in an adult.
If your children one day talk about getting tattoos, you should not just outright say "no", but rather explain to them the reasons why it's bad.
One reason is also that getting tattoos (which often escalates into getting more) fundamentally changes the societal circle. In general people with tattoos will go for people with tattoos. Those who don't have any, will look for untainted skinned ones. So by getting tattoos she permanently enters a world of more rugged, lower status, more dysfunctional and degenerate people, and there is no turning back.
Also show her photos... I previously wanted to say that there is a way to have decent tattoos, but boy was I wrong. They all look bad.
