I love it when the government spends money on inner city schools. Never once have I encountered someone and said something like, "Oh, he's really good at math, he must be from Georgia, where they used lottery money for their schools!".

It's genetic. It's all genetics. Spend as much or as little as you want. Smart kids will succeed almost anywhere.
