HUH? No, they don't have shootouts in tourist spots, but they'll absolutely fuck with anybody they consider an easy target -- *especially foreigners.* Their "arrangement" is only to not embarrass the local gov't or make the country appear unsafe. By no means does your passport exempt you from their violence. If you go looking for them, you'll find 'em!
