My understanding is that the charges were dropped only after the completion of those listed items. Was the court order and requirements to fulfill community service, restitution and apology appealed?

In any case, he shouldn't have even been charged. Getting pushed should be the legal consequence for approaching someone's front door with malicious or disingenuous intent.
