Rough roadmap:
1. Take federal courts.
2. Take DA, prosecute all crimes; won't be racist since federal courts cover that issue
3. Take LE (sheriff, police). DA won't prosecute abuse against certain classes of criminals, so certain cases usually don't get to court at all. Families can't sue - federal courts. Now you can investigate fraud and corruption too, cutting off their money. Might have to get appointed subversively.
4. Election integrity - Take those positions first.
It can be done.
5. Finally, councils and mayor.
6. Tax cuts, permits for all legit businesses and people. Strict regulation of any undesirables.
