Why do 10% of the people commit 100% of the water theft?

This reminds me of how people are upset that the local "free pantry" boxes get totally cleaned out within minutes of being filled in certain neighborhoods near me.

Also why you don't see those 'little libraries' in black areas... but you do see articles complaining that they're signs of 'gentrification'.
