Yeah from what I understand the point of the whole skit was that Williams was supposed to be difficult with the director and cause problems. Williams was not based, he was a hardcore liberal who supported a bunch of crap including fag nonsense. Like a lot of leftists from the 70's though he sometimes appeared "based" because things just weren't that crazy yet. See also: George Carlin.

I first learned of George Carlin in 1971 when I saw him on the Flip Wilson Show. He was funny back then and kept his politics out of his act. Then he started to get stupid and vulgar, but because I was still pretty liberal, I defended his "right" to be vulgar on stage. It wasn't until my perspective shifted to the right in the 2010s that I realized that he had nothing to say except name calling, hostility, and vulgar language.
Yeah I'm a bit younger but got into Carlin in the very early 2000's. He was already pretty vulgar but went off the deep end in his last few years. Even my old libertarian, hard drinking bachelor self found his last HBO special offputting.
