A fair number of Iraqis actually *did*, because they were shiites quite propagandized by iran (back when iran was quite the dubious player to be honest). The issue with that was the fact that the same shiites revolting in 1991 became enemies of America after we occupied Iraq. They also won the insurgency too, as the third party "underdog".

But the issue with Iran is that it doesn't have the same religious divide as Iraq. I remember quite well that the propaganda pushed towards "revolting iranians" quite heavily after the failure of the martyrdom of the elder Khamenei to do anything in favor of the epstein coalition. Then when the iranians failed to do this, they banked on the Arabs and kurds doing something, which they largely didn't. And I remember that whenever the propaganda about kurds and Arabs faded away, because they didn't do anything, then political figures started floating the idea of boots on the ground around. But I really believe that this was just an attempted trump (haha) card to make iran capitulate to american demands, to which the iranians successfully called their bluff

When Bush said we'd be welcomed as liberators, he framed it in terms of Hussein being a dictator, and the Iraqis wanting a Western-style democracy. This isn't what those Shiite rebels were fighting for, obviously, so Bush had to have known they wouldn't just become enemies, they already were.

They also don't care about making allies or enemies either. They just want these places destabilized. If the enemies are too weak to actually threaten the paradigm, they'll gladly hand over the keys to them. The shiites in Iraq are fucking terrible at governing it and making it a stable, militarized, and powerful state like the baathists did. Most of the american attention during the insurgency was focused on the baathist insurgents anyways. Ideally, America would win, but the shiite victory was fine. Iraq is destabilized and terrible and it doesn't matter that they hate America because they can't do anything about it. Similar situation applies to Iran. They would hand the keys over to anyone besides the ayatollah as long as theyre too incompetent to govern it. Bush was lying about caring about this, he didn't care if Iraq became a western style democracy or not, just as long as it ceased to function as the main regional player of the middle east. Which it did.
