To clean and improve as he saw fit, with whatever able men he wished to requisition, paid for with the newly available funds redirected from the pockets of kike """financiers""" who would be flayed on Wall Street simultaneously.

It was a terrible case of place and timing. The case is THEORETICALLY disputable (we all know the answer) and especially in New York City would've gone to trial regardless, so it unfortunately isn't something that would've just been dismissed immediately as self-defense. The fact Penny wasn't convicted is a miracle in itself.
