He's presuming that a change in "culture" and legal accountability would enable black people to meaningfully contribute to America, but this is a pipe dream. Even the best of all blacks combined can't create what White Europeans have. They can't even come close. They could create something better than what they have now, certainly. But they'll never be competitive with us. This is the pill that based blacks can never seem to swallow.
If he really cared about his people realizing their greatest possible potential contributing to the world, he really only has two valid rhetorical positions. One would be advocating for all blacks to return to Africa and try to clean house. This is the hardest and most virtuous option with the best long term reward. Or two, they could advocate to return to being a slave class in America, acknowledging their inferiority to Whites and openly admitting they don't want to leave our first world society. The pitch would be total obedience and servitude in exchange for permission to ride our coattails.
What is black culture then, if it is not thug culture? Well, its certainly not African culture. They were stripped of their history, they lost their languages, they were born into multi-generational slavery. For centuries they had no culture at all. They culture of blacks didn't even begin until years after emancipation. And it was a secluded imitation of white culture up until the civil rights movement.
They didn't invent anything. They made some blues music and maybe some poverty recipes, but that's it. While they couldn't compete with white people on great endeavors, there as a time when blacks in America had a surprisingly high standard of living despite poverty and lack of civil liberties. During the civil rights movement, blacks in America were often praised for their moral standards: they committed the most crime but they also had the lowest rates of divorce, lowest rates of domestic violence, lowest rates of unemployment, lowest rates of alcoholism, some of the cleanest neighborhoods and they would generally be overtly polite (but this was during a time that it was normal for regular people to whip/beat them for misbehaving).

I don't think it's a pipe dream. I think an authentic black American culture, if allowed to develop without (((mtv, bet, hollywood influence))), could potentially enable blacks to contribute to rather than leech from America.
I think they should get Florida or Mississippi. Sending them to Africa, where they don't want to go and are unwanted; or reinstating slavery as you suggested; would be impossible without many major downsides. That's the true pipe dream.
