The entire oil market is manipulated by the OPEC oil cartel, and then use USA navy to enforce oil purchases in fiat dollars. That's why people refer to the fiat currency as "petro dollars" sometimes.
Iran and Venezuela were allied with the BRICS coalition which was trying to circumvent the OPEC cartel.
