Very agreed. If they got it together and decided to improve their own communities they could do great things. They could have a well-developed, safe society. A lot of the reason chimpouts happen is because the government tells them to. They give them crack and evil music and send them into poverty and poke the bear right as we almost hit a society where everybody got along. Hard not to feel pity.
