It probably has something to do with the massive US embargo and the fact that Cuba is an island with no natural resources either. They're doing decently well considering their dogshit circumstances and the fact that they have to drag around 40% niggers. The white pop. Of cuba is also high enough that the average iq is 96 which puts it heads and shoulders above every other Latin American country pretty much.
