To be honest, this is so insane that I think it's made the fuck up. Like the idea that german should be used instead of English (which was also a myth, but one with a lot more tact). Hebrew at the time was a dead language that only existed for reading jew scribbles. They had to create a piecemeal language out of german, russian, and Arabic loanwords in the late 1800s/early 1900s to have any sort of identity to go with the zionist movement. In the 1700s, it would have been impossible to use Hebrew at all as a nation's language. Not even the jews spoke it anywhere but the synagogue.
I can tell that the author "Katsh" is a kike by his name though. I would presume that this is some weird fantasy of his that he's pulling out of his ass.
The founding fathers had a massive interest in ancient languages in general. They also knew ancient Greek and Latin. Hebrew was most certainly not off the table for them to be studious about.

Abraham Katsh is a lying jew so you are right to question the legitimacy of this claim. Probably a jew trying to over-emphasize the importance of jews in early colonial America.
