The timing seems poor considering all the other things going on in the world, I agree. And we all know we're never going be told the whole truth, in fact we can assume that whatever is released is a lie or at least a twisted truth. However, this is a campaign promise of Trump's, so it can't simply be dismissed as a distraction. And the truth about UFOs is extraordinarily important.
