Some orphans don't have any surviving family. It's better for an infertile couple to adopt and raise that child as a Natsoc, than for it to grow up in the foster system.

Foster system needs to be abolished. These parents don't give a shit about the kid and want free money from the government. They need to be in an orphanage where they can create their own family. Have their own brothers and sisters. If you get what I mean.
