Basically, the cartels are "stealing" fuel from state-owned oil companies and selling it below market price. It's more profitable than drugs, everyone needs it and there's infrastructure to sell it anywhere in the world. And I say "stealing" because they obviously have people on the inside that allow it to happen. The cartels installed Shinebaum and this is one of their perks.

I think this war is designed to agitate the Mexican-American at home. The goal is to start a civil war at home--white males vs. brownskins and white females.
