not going to even look this up to see if it's fake or not.

Mexico is not a real nation. They have no real military. They cannot even enforce their will within their borders let alone impose their will on the most powerful, most badass nation in the history of all history.

Basically, the cartels are "stealing" fuel from state-owned oil companies and selling it below market price. It's more profitable than drugs, everyone needs it and there's infrastructure to sell it anywhere in the world. And I say "stealing" because they obviously have people on the inside that allow it to happen. The cartels installed Shinebaum and this is one of their perks.
