I suspect that prayer only covers kike on kike lying/broken promises. Kike promises are worth nothing because they believe the goyim were put on earth by their foreskin demon to be exploited by the kike in whatever way the kike sees fit.

It is meant to only apply to personal vows they make with God, but it's easy to misinterpret it as a pre-confession for wronging others. Overall they are not granting themselves free reign to lie all year, but they are technically granting themselves free reign to lie to themselves and in prayer.
