*"All vows, prohibitions, oaths, and anathemas, which we may vow, prohibit, swear, or take upon ourselves from this Yom Kippur until the next Yom Kippur, whether they be binding or not binding, whether they be known or not known, whether they be spoken or not spoken, whether they be written or not written, whether they be binding or not binding, we repent of them all. May they be absolved, forgiven, annulled, and void, and may they not be binding. Our vows shall not be vows, and our prohibitions shall not be prohibitions, and our oaths shall not be oaths."*

It is meant to only apply to personal vows they make with God, but it's easy to misinterpret it as a pre-confession for wronging others. Overall they are not granting themselves free reign to lie all year, but they are technically granting themselves free reign to lie to themselves and in prayer.
