Because this rhetorical point by Christians is a blatant falsehood.
The famous millstone verse isn't prescriptive. He doesn't say "go drown pedophiles." He says "it would be better for a pedophile if he'd been drowned than allowed to carry out his evil deeds in the first place."
He's talking about eternal punishment, not earthly exhortation, as is the case in many instances. It's similar to when he says it would be better if Judas had never been born. Retroactive and reflective. If you applied the same logic here that OP tries to use on the millstone verse, then Jesus should have killed Judas personally and justified it after the fact.
