Same as books. Hard to get funding for a based game. If you go indie and low budget you still need a store willing to sell it or an online platform for downloads. Both gatekeep. I imagine its not impossible, but extremely difficult.
Newgrounds will host pretty much anything. Anyone remember GameHippo? Hundreds of freeware PC games. I don't mind playing little 15-30 minute games if they're based.
