If the policy were up to me alone, it would be as follows: if found to be in the country illegally, you can choose between execution and immediate same-day deportation without any recourse. If found in the country illegally again after the date of your last deportation, execution with no other option.

I'm fairly confident this would solve the problem in a reasonable window of time.
