Easiest solution, no technology required: Remove all non-Whites, reducing crime by 90%, removing unprecedented crime types like "gang rape", removing usury.

Or - an extremely difficult solution that requires years of work, high-tech, massive data collection, just so that we can continue to coexist with all the above issues.

Oh and it will guaranteed be used against dissidents.
