Spain does have a peculiar policy on who can serve in the military though.

That’s good, but every European Military Doctrine is: Rely on USA. Yes France, UK, and Poland have good militaries. EU or NATO enemies know who they will have to deal with (USA). So they can have the luxury of being extra picky.
