Forget "effectively". Just draft a law, so that Poland actually divorces any same sex couples that enter their country.
Countries are allowed to perform marriage or divorces whenever they want without agreement from other EU members. Clearly, otherwise Poland could stop Germany from marrying gay people when they don't approve. So Poland can perform a divorce when Germany doesn't approve, for example on setting foot on polish soil.
