I think the intended meaning is that America is a degenerate Frankensteinian monster that, at the time, still hypocritically wore something non-degenerative as a *mask*.

But if you stop looking at the mask, which is *empty*, it's all Judaized, negrified, materialistic, entertainment-focused, hypersexualized, and whatever else I've missed.

Finally, the grotesque Frankensteinian creature must not be allowed to destroy those parts of Europe which had yet to succumb to the American way of life.

Interpretation complete. Of course, America no longer even wears a mask or otherwise pretends to be part of the civilized world. If you call Amerindians, niggers, or some other group 'uncivilized', they'll take great umbridge to that. (The same thing holds true anywhere else in the Anglosphere and Western Europe.) Why? Sometimes, they go mask off and tell you that believe that there is *no such thing as civilized or uncivilized.*
