When they are out of the picture, we can build colonies for the black man wherever they want to live -- far away from the white man. We can even run their governments for them if they want us to, put them to work doing productive labor and whatnot. But they must NOT live near our children, period.

The reality is that they will never be "culturally mature" unless a massive eugenics program was enacted to raise their IQ by many, many points. I doubt THAT is even possible in reality.
