The ones to blame were the traitors within his party, the monarchy, and pietro badoglio. They split Italy in 2 and facilitated the allied invasion and the communist revolt in the first place.
Mussolini's first fault was changing the fasci italiani di combattimento to become a populist entity absorbing every italian of every part of the Italian political spectrum. From outright bolshevists to anarchists to liberals to reactionary absolutists, the italian fascist party had them all and they did not change whenever they got membership, they just invented new versions of fascism. He had issues with his own party for the entirety of his time in power, but he still maintained his own idealism, which was more left-leaning, he favored the "left-fascists" over the 'right-fascists" because he was the former himself.
Unfortunately, mussolini also wasnt big on political purges like stalin or hitler (although in his case, the PNF was so all encompassing that a purge of any group within it would have meant civil war). The Italian social Republic was the realization of *his* original version of fascism, because the dissenting elements purged themselves in 1943. If these dissenting elements never existed in the first place, Italy would have been able to hold out far better during the war because the fascist party would have stayed loyal to him to begin with.
We can see the danger of all encompassing populism for the purpose of carrying out a revolution, without doing the necessary thing and enacting a purge afterwards, in 2 examples: the KMT in china and the PNF in Italy. In the case of the KMT, it was the left wing of the party that defected and created a civil war. In the case of the PNF, it was the right wing of the party that defected and created a civil war. The bolsheviks and the NSDAP had the exact same problem, but stalin and hitler both had the foresight/ability to nip the issue in the bud whereas chiang kai shek and mussolini did not or could not.

The risorgimento *almost* solved italy's political crisis, but then ww1 happened. Mussolini *almost* solved it again, but he decided to enter ww2 and the fascist party imploded on itself.
The solution is for a mussolini with a less retarded foreign policy and a less nebulous populism to come about. People think of fascism as one "thing" but in reality it was not and that was both what caused it to become victorious and what caused it to collapse. Mussolini fed ammunition, literal and figurative, to communists and neoliberals alike. In the early 1920s, the blackshirts became prototypical red guards (ironically) and ran around doing whatever the fuck they wanted to and destroying everything, whether or not it was what mussolini wanted. Of course it was going to fall apart eventually.
