Mussolini actually did perfectly fine in southern italy both before and after he came into power. They were very much attracted to his message more than anyone else was. If you look at a map of the 1924 elections, actually, Basilicata and Apulia are colored solid black. Sicily also had a good showing. In 1921, he had more support in the north, probably because that's where he started. However, in 1924 he had less support in the north, and strong support in the south. Mussolini didnt find much opposition in southern italy, and when he got rid of the mafia that was even better.

The only reason that southern italy became allied italy was because that's where the allies invaded and occupied. If it happened the other way around (which was impossible anyways), it would have very easily been the opposite case.

Of course, what really caused a lot of the resentment largely lay in the fact that italy was united by *sardinians*, a complete outlier culturally and genetically to all other regions (and pretty much an outlier across not just italg but the entire world, sards are unique). The sardinian based monarchy had no real qualms or attachment to italy, its regions, or its people. So they united italy, but exploited southern italy to make northern italy, which was their bigger ally and where they chose to base themselves, rich

When italy was first unified, almost none of it was industrialized at all. But the monarchy favored industrializing the north over the south. Mussolini industrialized both regions and built a disproportionately large amount of infrastructure in the south (as it had less to begin with)
