The Talmud says that if a man fucks a little girl of 3 years and 1 day, then she becomes his wife.

So while the Talmud doesn't explicitly say "go do that!", the fact that they recognize a marriage between a man and a 3 year old girl is certainly condoning it.

Similarly, the Talmud explains that fucking a girl less than 3 years of age doesn't cause her any harm at all. Again the Jew will tell you that the Talmud doesn't command to go and do that, however by stating that there are no negative consequences for the baby it is obviously encouraging pedophilia.
