Gaza in general doesn't really produce much at all, does it? Pretty anemic as far as labor, energy, exports, basically every possible metric of humans trying to stop being a burden is absent.

Sure, but Japan wasn't consistently harassed, imposed upon, and sanctioned by its border-sharing neighbor for the entire time. Ever since Israel moved in they've been aggressively expanding. Think about it - in the time since Israel's founding, they've expanded from the size of a mid-sized American city to the size of New Jersey. Very little of that was done peacefully. Gaza/Palestine wasn't peak first world, but they weren't SS Africa either.
We gave Japan and Germany the Marshall Plan after we sacked them to get them back on their feet. Gaza/Palestine has just been getting hammered for years and simultaneously sanctioned by the UN (probably other countries too). Apples and oranges.
