What if, instead of city funded stores, the city ran some kind of public security force that could "police" the crime in the area and prevent shoplifting? These security personel could just sort of hang around the area or even inside the store and confront the thieves and prostitutes and have some sort of special authority to make them stop doing things that make even grociery stores un-viable.
