A haplotype is a group of genes that are inherited from a single parent. A haplogroup is a group of haplotypes, i.e. people with the same haplotype generally share a common ancestor. He's pointing out how strangely enough the R1B haplogroup common in Western Europeans appears concentrated in Lake Chad and to a slightly less strange extent the Ob River.
