It did. There was a time when politics meant both sides wanted the best for the nation and would debate over how best to acheive it.

If you're talking about any time where jews were allowed in politics, then there were no "both sides" wanting the best.

If you're talking about any other time, then there were no sides or debates. There were rulers and there was action
