There was a lot of noise about whether or not Kirk survived the shooting, for several hours. The idea is that Netanyahu knew his kill team would succeed, and therefore accidentally "tipped his hand" by saying how sorry he was that he died hours before it was known for a fact that he was dead. This is speculation and we don't know if this was state backed, but with Israel's horrible behavior of targeting and killing even high-level members of other governments for being insufficiently pro-Jewish, it can't be discounted entirely.

I think anyone that witnessed it or saw the video knew immediately he was dead. Even if he had been shot like that while on a surgical bed with a team of doctors waiting for him to be shot and ready to go, he wouldn't have had a chance.
