The same mental acuity and attitude toward maintaining things (wells, roads, cars, smoke detectors, etc.) is the exact same acuity and attitude required to maintain advanced civilization. Thus, nons do not belong in White civilization, because they can't maintain it, don't know how to, or why, can't even conceive of it, understand why things are failing, and are an active drain upon those around them in such a place.
