the kocek was where the occupying force came in, took the next generation of young men, enslaved them all, put them in slave labor. for some of them, they were forced into being gay/tranny prostitute sex slaves, often even mutilating their genitalia well beyond mere sterilization. and back then, that shit was even more barbaric than the crazy shit they do today.
the entire point was to demoralize the occupied territory. the message was:

no, it was a demoralization tactic. they could have just killed the sons. but they didn't. instead, they brainwashed, sterilized, and mutilated the sons and forced them do unspeakable acts in the most humiliating way possible so that the occupied peoples had totally lost all hope, would never rebel against their occupiers.

the practice of breeding slaves wasn't common until many centuries later when cultures started limiting or banning increasingly more forms of slavery, drastically reducing the slave stock.
