Lynchings were never allowed, and the niggers didn't keep to themselves even then. After the civil war, the north would actively allow southern whites to get assaulted by niggers and stop efforts for whites to organize to defend themselves, so lynchings had to go underground and were constantly hunted by the government.

It also wasn't enough to keep nigs in line, even with the threat of death. Remember that whites didn't hunt niggers for fun; lynchings were only in places that niggers did heinous enough shit that whites would risk their lives and families to get justice. So any place with lynchings had niggers already fucking around and ruining white lives.
