That's exactly what happened. According to the Fleccas Talks podcast, 300,000 water well pumps no longer work because of lack of maintenance. This brings them back to where they were.

They're just like any other animal, The population of Africa has exploded from 229 million in 1950 to almost 2 billion today because we interfered by giving them food, water and medicine. If that aid stopped for some reason the famine in Africa would be biblical in scale. 75% would probably die with 1 year from war and famine.
