Trump floated the idea, in his first administration, of welfare folks having to pass a drug test to receive welfare. Sounds fair. The democrats went wild and shut it down. This housing thing sounds like another form of Trumps original idea. I think this housing gambit is a way to make the drug test for welfare plan seem preferable.
