I would not be totally surprised to find out she doesn't know what it means, but in this clip it sounds to me more like she was asking for clarification of his question, or what point he was trying to get at. I'll often say something to the effect of "I don't know what means" when I perfectly understand a topic but I don't understand the point of someone's comment.

Nah. The guy's question was very clear. Look at my post at the top; she was NEVER a cop. She was hired in '22 as their DEI Officer in their HR dept., then in April '23 she was promoted to Assistant to the Chief, and then only THREE MONTHS later she was made Chief.

She was literally an HR manager that was promoted to Chief in only a year. ZERO police experience!

Looks like she worked in a few squishy law enforcment roles out of college and then went to the Park Police in 1998, where she moved around the country and worked her way up to become Chief in 2021. She left the Park Police in 2022 to join the DC Police as DEI Officer as you said.

I can't really call over 20 years in the Park Police "zero police experience"...
