That "Maryland man" meme started in the 1990s with the justice department's press releases. It was a Janet Reno directive. Before that they used to use the individual's name in the press releases headlines in order to shame the individual, but then they decided that they could cast the blame for pretty much any crime on Whites by naming the jurisdiction rather than the individual.
