Is it really cheating? Or just an absolute lack of concern about what will happen to others (maybe even the entire country) so he can pad up his bank account. My personal opinion about the continent of Africa is that the culture is fucked up beyond belief. The thought process of the individual extends to almost the tips of his fingers and toes. No consideration of the future, except for the desire to be a Martyr.
The part about him being jewish invalidates the first part. It makes perfect sense that he would do that, to contribute to his actual people.
