They're not really banning extreme content
Incest shit is like 1/6 of the entire steam catalogue and as i said they mostly target small shovelware titles nobody cares About

Hell, they banned LonaRPG not because of the loli rape content, but because it featured A happy merchant (like literally the meme) acting extremely jewish

I wouldn't even call it a censorship issue; I think that's actually muddying the waters because, as you say, they aren't really censoring anything. Rather, they've made list of games they don't like (so who knows what is and isn't allowed?) and arbitrarily demanded they be pulled.
It's not about censoring games, it's about payment processors deciding what you can buy.
How long until you can't buy guns? Or parts for gas vehicles? Or certain flags? Or whatever it is that they want, just because they're the middle man and government regulations make it almost impossible to start a competitor?
